To this call we are studying to promote and participate the following proposals:
1) Objective 1.4 ePetitions


Background:

One of the most traditional ways for the general public to try and influence decision-making is by organising a petition. E-petition systems have been introduced in some Member States in order to make it easier to gather signatures from a wider audience. The Lisbon Treaty introduces the idea of the citizen's initiative8, whereby citizens will have the opportunity to call on the Commission to bring forward new policy proposals if they have the support of 1 million people from a significant number of EU Member States.


Tools should be developed that could be used to allow the public from across the EU to discuss ideas and create an online petition on EU issues. Such tools can also be used in a number of cross-border decision-making cases and therefore are relevant not only in the context of the
Lisbon Treaty but also in many legislative and decision-making processes.

2) Objective 1.1 eFaristol (eLectern) to enhance the visualisation of the legislative
process and stimulate the participation and feedback
, based on hand on technologies
and applications as Webminar where policy-makers /and/or citizens can propose, invite,
organize and carry out sessions of discussion or presentation of works and policies
throughout the legislative process. The session are simulate to be locate in the
convenient physical (LUX, BXL, etc) and sequential place (petition, draft, etc..) and it is
interactive to see the background, actual situation and next steps.
The basic idea is to use our actual method and system of teleconferneces to facilitate
the visualisation of the legislative process (map of decision process and history of
documents, events and facts) the dissemination and discussion of both sites and actors
(policy-makers, politics, representatives and society).
To add to the consortium a group of actors and Legal Experts and organizations is
needed
The platform should be build with Open Source Software (Apache, MySQL, PHP,
Drupal/Joomla) in base of our experience in virtual communities and collaborative
working environments. The platform can be re-adapted to other applications, topics and
purposes, for instance to facilitate the digital dialog of eParticipation cluster of project or
the same ePractice.eu.

Call for papers: High Impact Services

On-line income tax declarations are typical eGovernment solutions that have delivered significant quantifiable savings in Europe, currently estimated in over 7 million hours a year. Furthermore: if all company VAT declarations were processed on-line, it could translate into €500 million in savings for businesses across the EU each year.

Public procurement is considered a key sector of the EU economy, accounting for about 16% of the GDP in 2006. The European Union has fixed an objective of 100% electronic availability and 50% real use for procurement procedures above the legal thresholds by 2010.

The examples mentioned above are all High Impact services that deploy large scale solutions to millions of users and take into account the size/impact ratio in relation to the share of the total relevant population reached. High Impact services are one of the top five priorities of the European Commission’s eGovernment Action Plan.

These HI services, along with related applications such as customs declarations, are typical government income generators, therefore allowing a more easily quantification of their ‘impact’. On the delivery side, other services of significant interest may be found in the health and social sectors, where High Impact involves consideration of public value and value-chains.

The aim is to undertake a qualitative analysis of the progress with respect to the goals of the eGovernment Action Plan, including improvements towards integrated eServices provided by governments to the public (specifically citizens and businesses). To this end the contractor is required to qualitatively measure (a) the progress, (b) the speed of progress and (c) the proximity to fully integrated and transparent services, meeting customers' satisfaction. The survey is to be carried out at national and European level, including the cross-border eServices involving common practices and interoperable systems (i.e. eProcurement)

Blogging our teleconference of June 29th, 2007

OUR TELECONFERENCE TODAY with some creative Storytelling included...

We had a conference meeting over Skype today about Wp1 and Wp2. Ferran wanted to cover some urgent questions. He will be negotiating with Catalonia next week. I try to figure out what we covered. One of the participants represented information technology from Bulgaria.

Participants: Germany, Bulgaria, Holland, Spain, Greece, Finland and... I couldn't catch you all. Please add your own comments to make it more live.  

“Let me study and read,” The Bulgarian participant said. “I like to get a clearer picture.”

“This is the first draft of the proposal, first draft of participants” mister Ferran told. “This is what we have outlined to get started.”

“There is a lot of work to be done.” Someone comments.

Ferran continuous, “This is how to transfer all the knowledge to correspond with European Innova.”

The generation of the basic information and let it grow into basic knowledge, to include the knowledge stake holders. We talk about actors, participants, trainers, coaches, mentors and incubators participating in an annual European contest. “What do they want from this service?”

Enterprise 2.0 - Finland

Let me comment about the social media and enterprise 2.0 applications in Finland. We’re a group of 20 people, academics, consultants, knowledge workers, writing a book about the evolution and use of Web 2.0 and social media in SME’s and large companies.

I’m writing about “Virtual Organizations 1970 – 2010”. The idea is to span pre-web 2.0 social media and networking tools and applications and compare them to the easy to use and cost-effective tools of the present Web 2.0.

There is a big change in the making. Large companies like Nokia are opening up, changing from command – control towards co-creation and collaboration, even beyond. Working together on a global scale is key to success.

The borders of the company are becoming more fluent. The Prosumer idea is invading business processes. Prosumers are more and more participating in the making of the whole supply chain. We see much more self-servicing and do-it-yourself.

The SME Enterprises can be big beneficiaries while they can multiple their size through global open innovation and co-operation with partners and clients.

The future Virtual Organizations will be much different in their working styles. Strangers from all over the world can embrace a common goal and start to work out new solutions. People who hasn’t met before, face to face, write the book. Our meeting place is a working platform with wikies and blogs. The work process and collaboration is very fluent.

eParticipation Preparatory Action - Call for Proposals
Pre-announcement of the Information Day, 29 June 2007, 10.00-13.00, Brussels

The 2007 Workprogramme of the eParticipation Preparatory Action will be launched over the next few days. The Call is expected to open in the first week of June and will stay open till 13 of September 2007.

An Information Day will take place on 29 June in Brussels. On-line registration only, between 1st of June and 22nd of June 2007.

eParticipation is a Preparatory Action to promote the development and use of Information and Communication Technologies in the legislative and decision-making processes, in parliamentary and government environments, aiming at enhancing the participation of citizens and contributing to better legislation.
