International conference on climate change as a security threat 2008-11-06 Freiburg

The Federal Foreign Office of Germany will hold an international conference on 'Climate change as a security threat - strategies for policy-makers, science and business' in Freiburg im Breisgau, Germany, on November 6 and 7.

The event will focus on potential conflict constellations caused by climate change and the impacts these conflicts may have on peace and security. Moreover, the conference will bring these issues to the attention of a broader public and support opportunities for dialogue.

In a number of speeches and panel sessions, politicians and scientists will address such issues as:
- security implications of global climate change;
- climate change: challenges for global governance;
- technological responses to climate change;
- municipalities and climate change: responsibility and opportunity.

While non-military use of UAV (unmanned aerial vehicles) seems to be economically attractive, investment in UAV technology is mainly financed through defence projects. In a study conducted by Frost & Sullivan for the European Commission (DG ENTR), the global situation is analysed and the challenges and opportunities for Europe are discussed.
The findings of this study will be presented at this information workshop, as well as other relevant European activities.

Public Safety Communication (PSC) is currently receiving increasing attention of research community world wide. The performance and resilience of PSC systems directly impacts the level of coordination and efficiency of public safety agencies. The efficient communication is probably among the most important parts of emergency response and could affect the number of human lives saved in many parts of the world.

The PSC Europe Forum is promoting research interest and needs of public safety commmuniction.

Workshop Motivation

-  PCS communication today is mainly based on several different analog (VHF) and first generation digital radio access technologies (TETRA, TERAPOL, P25). The technological diversity creates an interoperability problem at different levels that reduces the efficiency of emergency operations; it increases the market fragmentation and equipment costs. It is important in the early research stages to consider the development of interoperable and harmonized technologies.

- There are cases when pubic safety agencies are using existing public communication networks and there is an obvious need of research towards the use and optimization of existing technologies that will take into account private public safety user requirements.

I.1. The European Commission, Directorate-General for Environment, Civil Protection Unit is launching a call for proposals with the aim of identifying civil protection simulation exercises which might be eligible for financial support in the framework of the Council Decision establishing a Civil Protection Financial Instrument adopted on 5 March 2007 (2007/162/EC, Euratom) and under the Council Decision
establishing a Community Civil Protection Mechanism (recast) adopted on 8 November 2007 (2007/779/EC, Euratom). This financial support will take the form of grants.
I.2. The fields concerned, the nature and content of the actions and the financing conditions are set out in the relevant Grant Application Guide, which also contains detailed instructions on where and when to submit a proposal. The Guide, as well as the relevant grant application forms can be downloaded from the Europa website at:

I.3. Proposals must be sent to the Commission to the address indicated in the Grant Application Guide by 19 December 2008. “Interoperability of Information Systems of the Organizations Involved” is the topic of the 6th Workshop on the Cross-border Disaster eResponse in the eRegion.

This one day workshop, scheduled on 12 November 2008 in Kranj (Slovenia), will be organized in cooperation of the Slovenian University of Maribor, the Slovenian Ministry of Higher Education, the Slovenian Ministry of Defence, the Innovation for Life Quality – Slovenian Living Lab, the ALpe ADria INitiative Universitie’s Network (ALADIN), the Information Society and Media Directorate-General of the European Commission, the Embassy of the United States of America to the Republic of Slovenia and the Centre for eGovernance Development (CeGD).

Today is the International Day for Disaster Reduction 

Hospitals and health facilities need to remain functional during disasters and efforts should be made to build disaster-safe hospitals or protect existing hospitals.

The World Disaster Reduction Campaign for 2008-2009 focuses on making “Hospitals Safe from Disasters”. The United Nations International Strategy for Disaster Reduction (UNISDR), the WHO and national governments are working together to raise awareness of disaster risk reduction. 

The International Day for Disaster Reduction raises the profile of disaster risk reduction and encourages all stakeholders from citizens to governments to take part in building more resilient communities and nations.

These two open calls for tenders that will contribute in enhancing the Protection of Critical Infrastructures in the Information and Communication Technologies (ICT) sector are embedded within the EU programme on ‘Prevention, Preparedness and Consequence Management of Terrorism and other Security Related Risks’ for the period 2007-2013. Adapting to climate change in Europe, reinforcing the Union’s disaster response capacity, preventing natural and man-made disasters, and protecting citizens better against disaster risks by strengthening early warning systems, are now policy matters of high priority. Information and Communication Technologies (ICTs) can dramatically improve the operations of emergency/civil protection agencies which have distinct legacy systems and depend largely on voice communication practices.
