3.2. QUALITY, EFFICIENCY AND SOLIDARITY OF HEALTHCARE SYSTEMS INCLUDING TRANSITIONAL HEALTH SYSTEMS
The objective is to provide, in the light of new knowledge, scientifically validated tools to
allow countries to learn from the experience of other health systems and their
sustainability, taking into account the importance of national contexts and population
characteristics (ageing, mobility, migration, education, socioeconomic status and the
changing world of work etc). Focus will be on organisational, financial and regulatory
aspects of health systems (assessing the cost, efficiency and benefits of different
interventions including as regards patient safety), their implementation and their outcomes
in terms of effectiveness, efficiency and equity (including disadvantaged groups). Special
attention will be paid to investment issues and human resources, including home care
strategies.
Expected impact: Projects should advance the state of the art in the field of health systems
research and enhance cooperation between researchers in Europe and other geographic
regions to promote integration and excellence of European research in the field. This
research should develop the scientific evidence base that supports the Member States to
organise better their health systems according to the common principles of equity,
solidarity, and universality. The knowledge generated should empower the policy and
decision maker better to manage and reform healthcare systems in view of common
challenges and within the common framework of the European Union.

Funding call for LIFE environment projects open Deadline: 21 November 2008

SMEs and a range of other European organisations can now apply for funding from the EU to support a wide variety of “green” projects. In July, the European Commission published a call for proposals under its LIFE+ programme, a financial instrument which aims to protect and nurture the natural environment.

The LIFE+ programme supports the development and implementation of EU policy on the environment and covers three specific areas: nature and biodiversity; environmental policy and governance; and information and communications.

The Commission has built a four-month consultation period into the call timetable to help applicants submit good quality proposals. Advice on the call will be provided through a series of workshops, to take place in every Member State between July and November 2008.

Applicants must send their proposals to Member State authorities by 21 November 2008.

More than €207 million has been made available for the 2008 call, which covers a range of issues. Under nature and biodiversity, grants will fund projects that aim to protect, conserve and restore natural systems, habitats and flora and fauna.

Policy and governance themes include climate change, water management, air quality, soil preservation and initiatives that aim to improve the environmental performance of urban areas. The call also covers activities that seek to disseminate information and raise awareness on environmental issues, including forest fire prevention.

Nowadays there are many EU initiatives launched in different frameworks as the 7th Framework Programme for Research and Technological Development, the 4th Rural Development Programme, and the Fourth Regional Cooperation Programme INTERREG. They all contribute to the Lisbon Strategy promoting research, rural development and territorial cooperation respectively. As a result, a more competitive EU is expected based on knowledge society with full inclusion among people and territories.

Civil society groups are created in all programs very much in line with EU policies, they also contribute to the bottom-up establishment of new policies and to the update of strategic programmes. Among them, Local Action Groups (LAG) focussed on Rural Development, Living Labs focussed both on R&D and regional cooperation, and an endless number of municipalities and public entities interested on wealth creation improving the citizen's quality of life. However, all these groups do not sufficiently exchange information and do not network adequately, lacking thus a common strategy to exploit synergies for achieving sustainability and larger impact. This is indeed needed if active communities or "Social Spaces for Research and Innovation" SSRI are to be created.

Despite the remarkable efforts and achieved results of both the European and the National technological platforms, there is still a lot of work to be done for full implementation into the society, in general, and, particularly, into excluded civil groups such as elderly or handicapped people in rural and urban communities.

3.2. THEME 2: ICT FOR ENERGY EFFICIENCY AND SUSTAINABILITY IN URBAN AREAS
Introduction

The Commission has adopted in 2006 an Action Plan aimed at achieving a 20% reduction in
energy consumption by 2020
. This Action Plan, that is the reference for Community policy in
this field, identifies the areas where the biggest energy savings are to be made.

These include in particular:
- buildings, including housing and offices, with potential savings estimated at 27% (heating
and lighting in buildings count for nearly 40% of the energy used in the EU);
- transport, with the potential for a 26% reduction in energy consumption;

ICT for energy efficiency of public buildings and public lighting
ICT for energy efficient urban transport management systems

Objective 2.1: ICT for energy efficiency in public building and spaces, including lighting
Funding instrument: Pilot Type B - it is intended to support several pilot actions

Objective 2.2: ICT for adaptive urban transport management infrastructure and
services
