A new Call for Proposals for Security Research (FP7-SEC-2009-1) under the Seventh Framework Programme for Research and Technological Development (FP7) was published on 3 September 2008.

In order to support the preparation of proposals, the Directorate  General for Enterprise and Industry (DG ENTR) of the European Commission held an Information Day on 15 September 2008 in  the Centre de Conférences Albert Borschette (CCAB) (Room 0D), Rue Froissart 36, in 1040 Brussels (420 meters from DG ENTR's
BREYDEL premises at Avenue d'Auderghem 45).

These two open calls for tenders that will contribute in enhancing the Protection of Critical Infrastructures in the Information and Communication Technologies (ICT) sector are embedded within the EU programme on ‘Prevention, Preparedness and Consequence Management of Terrorism and other Security Related Risks’ for the period 2007-2013. This programme proposes accompanying financial measures for the implementation of EPCIP, the European Programme on Critical Infrastructure Protection, including sectors such as ICT, Energy, Nuclear Industry, Water, Food, Health etc. In this context, each year, specific public procurements are contracted.The two calls for tenders related to the ICT sector concern the public procurements of:
1) A study on measures to analyse and improve European emergency preparedness in the field of fixed and mobile telecommunications and Internet
2) A study to support the process to define sectoral criteria to identify European Critical Infrastructures in the ICT sector, with a particular focus on the sub-sectors of Internet, fixed and mobile telecommunications

Invitation to participate CIP ICT-PSP 1.3: Making Emergency Services Accessible to all PILOT-B

We have been ask to apply for a  ICT Policy Support Programme (ICT PSP).
Our initiative will be a Type B Pilot project, 4.5 MEuro.
This programme aims at stimulating innovation and competitiveness  through the wider uptake and best use of ICT by citizens, governments and businesses, particularly Small and Medium-sized Enterprises. The approach is based on leveraging innovation in response to growing societal demands.

As we are currently developing an innovative medical triage support solution, we like to apply a project based on the Objective 1.3: Making Emergency Services Accessible to all.

We will develop a pilot service focusing on the validation of total  conversation access to emergency services, including SMS, Web, Mobile, Landline, accessible for all across Europe.  We will have plug-ins like relay services, SMS, Speech-to-text, animation, video, etc.

Secure-Force is a CSA project funded under the FP6. The consortium is composed of 25 partners from 14 countries. Each of them is an expert in the field of innovation and R&D support actions in the field of ICT and related sectors.

SECURE-FORCE aims at studying and disseminating the critical success factor for SME's involvement in European R&D programmes. The project covers the ICT and Security related R&D projects under the FP7 and national level as well. SECURE-FORCE support SME's to be involved in these programmes. The project provides also a qualified partners search facility for potential coordinators that are looking for additional partners for their project and proposals.

We, Steinbeis-Europa-Zentrum, as partner of an European network called "Enterprise Europe Network" ( former Innovation Relay Centre IRC) are actively involved in the organisation and the dissemination of the event to bring together SMEs, RTDs or large companies for technology transfer and to find partners for European funded projects. As one of the main targets of Secure-Force is to involve SMEs an European funded projects this event could be a good opportunity for your clients to find proposals/consortia to be involved in.

In the framework of the 2008 call for proposals on Security research, SEREN and the European Commission organise a brokerage session. This event is host on Monday 29th of September by the 2008 edition of the Security Research Conference, SRC'08.

The brokerage session is organised to enable an efficient exchange of information between organisations presenting proposal ideas and interested participants. Each presenter of a proposal idea has a maximum of two minutes to explain the objectives, topic addressed, the consortium, the type of partner sought for his proposal and give his contact details using a two slides maximum presentation (in PDF format).

A maximum of 40 proposal ideas will be accepted and the selection will be made on a first come, first serve basis.

The objectives of the Security theme are:

  • to develop technologies and knowledge needed to ensure the security of citizens from threats such as terrorism and (organised) crime, natural disasters and industrial accidents while respecting fundamental human rights;
  • to ensure optimal and concerted use of available and evolving technologies to the benefit of civil European security;
  • to stimulate the cooperation of providers and users for civil security solutions; improving the competitiveness of the European security industry and delivering mission-oriented results to reduce security gaps.

Why is it important?

Security related research is an important building block for supporting European freedom, security and justice. It will also contribute to developing technologies and capabilities in support of other European Community policies in areas such as transport, civil protection, energy, environment and health.

With some 40,000 trade visitors from 79 countries and an exhibition area extended to over 75,000 m² SECURITY Essen, the world fair for security and fire prevention, recorded its best result so far in 2006 and clearly increased its lead as the world's No. 1 fair in this branch of industry. 1,027 exhibitors from 47 countries presented their products and services at the last edition of SECURITY Essen 2006.

At the coming SECURITY Essen in October 2008 the Enterprise Europe Network North Rhine-Westphalia organises a matchmaking event at the NRW joint stand (Hall 7) on 8 October. This Brokerage Event is strongly supported by the Sector Group Security and Defence within Enterprise Europe Network. Companies and researchers are welcome to join.
The matching will be organised prior to the fair on the basis of the participants´ co-operation profiles. These profiles are compiled in a catalogue from which the participants select the ones of interest to them. The Enterprise Europe Network will coordinate these requests and draw up individual meeting schedules. The participants will be brought together for bilateral meetings on 8 October.
Target groups are companies, universities and research institutes with an interest in technology co-operation in the area of safety and security.

The Third European Security Research Conference (SRC’08) will be held in Paris on 29 and 30 September 2008. Organised under the French Presidency of the European Union, this event will bring together more than 1,200 representatives from the worlds of research, industry and European institutions. SRC’08 is organized by the Ministry of Higher Education and Research, the Ministry of the Interior, Overseas Territories and Local Authorities and the Ministry of Defence with the support of the European Commission.

The main objective of SRC’08 will be to showcase the concrete implications of security research for citizens on the one hand and to stress the need to bring together research and innovation offers and security needs and the market on the other hand.

This conference, which is also part of the actions undertaken under the European Security Research Programme (ESRP) of the 7th Framework programme (FP7), will be opened by European authorities representing the Commission and the Parliament as well as by the Ministers in charge of research and domestic security (depending on interventions by other authorities).

ENV.2008.1.3.1.1. Development of a common methodology and tools to evaluate earthquake hazard in Europe
There is a need to create, for Europe, a unified framework for seismic hazard assessment and
to produce an integrated European probabilistic seismic hazard assessment (PSHA) model and
specific scenario based modelling tools. This should serve as a reference for national zonation
as well as seismic safety for the industry sector. The framework should include homogeneous
standards, procedures, harmonized inputs and parameters for a regional hazard assessment,
including models for seismic sources, activity rates and ground-motion attenuation. The most
appropriate return periods and ground-motion parameters for design for built environment for
ultimate and damage-limit states should be evaluated. Methods must be developed based on
the latest scientific understanding of the earthquake processes and seismic wave propagation.
Participation of countries from the southern Mediterranean area is encouraged. (Policy

Expected impact: The Eurocode 8 on Design of structures for earthquake resistance
will gradually take over for national standards in the period 2007-2010. However, its
provisions for seismic safety constructions are based on national seismic hazard

We are circulating two invitations METRICA-SEC and CMEP to participate in the first FP7-ICT-SEC-2007-1 joint call to close next 29Nov07, with 40ME of budget for the Specific Programme of Cooperation in the Theme of Information and Communication Technologies and Security.

    I will like to inform you that, following the acquired commitments during the last ISI Assembly (ISI Security WG) in Salzburg, you can find attached a Letter of Interest to be signed for those companies that are willing to contribute in the preparation of a ISI proposal within the ICT / SECURITY THEME. More in detail, the planned topic to be developed is the following:


    Satellites in conjunction with other wireless technologies are in most of these cases the only solution to guarantee efficient communications, in case of natural or man-made disasters. So, this proposal should be focus
    You can obtain more information about this topic within the ICT Work Program 2007-08.

    Those companies interested in participating in the elaboration of this task, should fill in and sign the LoI attached and send it back to my by e-mail not later 15th September, in order we can start working in the preparation of a successful proposal.

Enterprise 2.0 - Finland

Let me comment about the social media and enterprise 2.0 applications in Finland. We’re a group of 20 people, academics, consultants, knowledge workers, writing a book about the evolution and use of Web 2.0 and social media in SME’s and large companies.

I’m writing about “Virtual Organizations 1970 – 2010”. The idea is to span pre-web 2.0 social media and networking tools and applications and compare them to the easy to use and cost-effective tools of the present Web 2.0.

There is a big change in the making. Large companies like Nokia are opening up, changing from command – control towards co-creation and collaboration, even beyond. Working together on a global scale is key to success.

The borders of the company are becoming more fluent. The Prosumer idea is invading business processes. Prosumers are more and more participating in the making of the whole supply chain. We see much more self-servicing and do-it-yourself.

The SME Enterprises can be big beneficiaries while they can multiple their size through global open innovation and co-operation with partners and clients.

The future Virtual Organizations will be much different in their working styles. Strangers from all over the world can embrace a common goal and start to work out new solutions. People who hasn’t met before, face to face, write the book. Our meeting place is a working platform with wikies and blogs. The work process and collaboration is very fluent.

The issue of privacy protection is an important horizontal concern that goes across eHealth, Inclusion and eGovernment services. eHealth services deal with highly personal patient information; eInclusion data might include personally identifiable information on an individual's physical abilities and social situation; and eGovernment services bring together a rich collection of citizen related information.
In the provision of eServices in the European Information Society, data and privacy protection
are fundamental rights enshrined in European directives (1995/46/EC and 2002/58/EC), which have been transposed into national laws. Trustworthiness with respect to the use and dissemination of personally identifiable data is a prerequisite for secure interactions in eGovernment, eHealth, eInclusion, eBusiness, eBanking and other eServices. Some of the available information needs to be exchanged to be effective, while other should be excluded from unwarranted sharing.
The objective is to facilitate the emergence of an open European-wide trusted eServices market with dynamic compositions of services that reconciles different national privacy policies and offers user-oriented technical means to allow the user to define privacy profiles, and to monitor and control their enforcement and propagation.
It is intended to support one thematic network for the deployment and adoption of userempowering
privacy protection services across Europe (ref. the Communications on the secure information society COM(2006) 251, and on privacy enhancing technologies – in preparation).
