Objective 4.2: Supporting sustainable growth
Funding instrument: Thematic network - it is intended to support two thematic networks
The objective is to mobilise the main external stakeholder groups including the ICT business
community and public authorities, in order to accelerate the deployment of ICT-based
innovations contributing to an eco-innovative Europe through:

– smart growth in line with the Commission’s Energy-package proposals26 that aims at
making Europe a highly energy efficient and low CO2 energy economy;
– higher European operational capacities for monitoring and reporting environmental
degradation and threats, and for responding timely and effectively to natural and
technological disasters.


Activities will aim at sharing of experience, raising awareness and building consensus, to
prepare specifications, and to propose implementation agenda. They should constitute a direct
contribution to an Action Plan to be proposed as part of the new i2010 Flagship initiative on
'ICT for Sustainable Growth'.

Sustainability is arguably the challenge of our time. There is growing recognition that our current development path is now threatening the natural systems upon which our civilisation ultimately depends. Sustainable urban development requires a new way of doing things – a way which reduces environmental impact while at the same time promoting widespread economic and social progress. The buildings and supporting infrastructure of our towns and cities contribute positively to people’s quality of life but often use materials, produce waste and release CO2 significantly in excess of that which our land, water and climate can continue to accommodate. Many urban centres are still blighted by crime and poverty: poorly designed developments have negative effects on the health, welfare and economic prospects of communities.

Throughout the world urban decision-makers need robust and comprehensive metrics, models and tools to help them assess the extent to which their choices are leading to urban developments that address these issues and contribute positively to sustainable development – a fact recognised at the WCED, Rio and Rio +10 United Nations summits.

Conference aim

Following the outstanding success of our International Conference on Whole Life Urban Sustainability and its Assessment in Glasgow in 2007, we felt inspired to organise a follow-up conference.

This conference will bring together leading international researchers, professionals, tool developers, policy makers and other stakeholders who are involved in the field of urban sustainability assessment to exchange ideas and knowledge on how to meet the assessment needs of urban decision-makers.

Introduction

The Commission has adopted in 2006 an Action Plan aimed at achieving a 20% reduction in
energy consumption by 2020
. This Action Plan, that is the reference for Community policy in
this field, identifies the areas where the biggest energy savings are to be made.

These include in particular:
- buildings, including housing and offices, with potential savings estimated at 27% (heating
and lighting in buildings count for nearly 40% of the energy used in the EU);
- transport, with the potential for a 26% reduction in energy consumption;

European water research day at EXPO 2008, Zaragoza [Event Date: 2008-09-08]

In the framework of the Zaragoza International Expo 2008 'Water and Sustainable Development', the European Commission's Directorate General for Research is organising the European water research day on 8 September in Zaragoza, Spain.

The one-day event is aimed at presenting past, on-going and future EU research activities in this field. The event will be opened by the European Commissioner for Science and Research Janez Potocnik, together with the Spanish Science and Innovation Minister Cristina Garmendia, the Member of the European Parliament Philippe Busquin and high-level representatives of the Government of Aragón, the Zaragoza Water Tribune and the European Water Supply and Sanitation Technology Platform.

The main findings and impacts of European water-related research activities will be summarised. Six keynote speakers will present the results of previous and ongoing research activities, paving the way for the identification of knowledge gaps and future challenges for sustainable solutions. In addition, the content of the 2009 Call for proposals of the Seventh Framework Programme (FP7) regarding water-related research will be presented, offering the possibility of flash presentations from potential applicants.

The meeting is open to all parties interested in EU water research initiatives, particularly those with responsibilities in dissemination and research policy. The information/brokerage session related to the third FP7 Call for proposals is particularly addressed at institutions, companies and researchers wishing to build partnerships for responding to the new call.

The development of innovative technologies, waste-prevention methodologies, strategies and system tools (e.g. eco-design, local industrial clusters, and resource exchange) exportable into other European and worldwide contexts shall represent the main focus of this action.

The goal is to develop a structured and innovative production model for resource-use optimisation and waste prevention, also taking residues as secondary raw materials, and test it in real cases of
sustainable industrial networks.

Results should translate the vision of a sustainable development into elements of a sustainable entrepreneurship, focusing at enhancing business opportunities according to a "towards zero waste" approach.

This action should also be capable to provide evidence and directions on how to implement the main EU policy FP 7 Cooperation Work Programme 2008: Environment (including climate change) initiatives in this area (Sustainable Consumption and Production, ETAP, Eco-label, EMAS, Waste Framework Directive, ELV Directive) in a coherent, integrated, and sustainability oriented way, inter alia by identifying and assessing policy measures that could be taken at EU, national or regional levels to favour the development and the uptake of industrial networking and zero-waste entrepreneurship and achieve waste prevention.

Assessment studies shall be carried out13. This action should foresee a substantial participation of
industrial partners, with a relevant presence of SMEs. Additionally, this project should establish links with other projects addressing innovative product chains with a Life Cycle Approach (i.e. biorefineries). (Policy relevant topic)

With 650 participants this year's European Inf Day registered the highest attendance on record. The Info Day participants were the first ones to see Europe's children learn to fight climate change, a new 10-minute video on IEE-supported energy education projects specifically developed for events and TV viewers. There are many untapped opportunities to save energy and encourage the use of renewable energy sources in Europe, but market conditions do not always help. The Intelligent Energy - Europe programme is the EU's tool for funding action to improve these conditions and move us towards a more energy intelligent Europe. The second Intelligent Energy – Europe programme started in early 2007 as part of a broader EU programme called Competitiveness and Innovation. An EU Strategy for Biofuels

The EU is supporting biofuels with the aim of reducing greenhouse gas emissions, boosting the decarbonisation of transport fuels, diversifying fuel supply sources, offering new income opportunities in rural areas and developing long-term replacements for fossil fuel.

Climate change, rising oil prices and a concern for future supplies, have led to a growing interest in the potential of using biomass for energy purposes. In December 2005 the European Commission adopted an Action Plan designed to increase the use of energy from forestry, agriculture and waste materials.

The European Commission is now focusing on transport, which is responsible for around 21% of the EU's harmful greenhouse gas emissions.

A wide range of actions is already being taken. Vehicle manufacturers are developing new models that are cleaner and more fuel efficient. Efforts are being made to improve public transport and rationalise the transportation of goods.

Biofuels can also make a contribution. Processed from biomass, a renewable resource, biofuels are a direct substitute for traditional petrol and diesel and can readily be integrated into fuel supply systems. Biofuels could also help prepare the way for other advanced transport fuel alternatives.

OUR TELECONFERENCE TODAY with some creative Storytelling included...

We had a conference meeting over Skype today about Wp1 and Wp2. Ferran wanted to cover some urgent questions. He will be negotiating with Catalonia next week. I try to figure out what we covered. One of the participants represented information technology from Bulgaria.

Participants: Germany, Bulgaria, Holland, Spain, Greece, Finland and... I couldn't catch you all. Please add your own comments to make it more live.  

“Let me study and read,” The Bulgarian participant said. “I like to get a clearer picture.”

“This is the first draft of the proposal, first draft of participants” mister Ferran told. “This is what we have outlined to get started.”

“There is a lot of work to be done.” Someone comments.

Ferran continuous, “This is how to transfer all the knowledge to correspond with European Innova.”

The generation of the basic information and let it grow into basic knowledge, to include the knowledge stake holders. We talk about actors, participants, trainers, coaches, mentors and incubators participating in an annual European contest. “What do they want from this service?”

Enterprise 2.0 - Finland

Let me comment about the social media and enterprise 2.0 applications in Finland. We’re a group of 20 people, academics, consultants, knowledge workers, writing a book about the evolution and use of Web 2.0 and social media in SME’s and large companies.

I’m writing about “Virtual Organizations 1970 – 2010”. The idea is to span pre-web 2.0 social media and networking tools and applications and compare them to the easy to use and cost-effective tools of the present Web 2.0.

There is a big change in the making. Large companies like Nokia are opening up, changing from command – control towards co-creation and collaboration, even beyond. Working together on a global scale is key to success.

The borders of the company are becoming more fluent. The Prosumer idea is invading business processes. Prosumers are more and more participating in the making of the whole supply chain. We see much more self-servicing and do-it-yourself.

The SME Enterprises can be big beneficiaries while they can multiple their size through global open innovation and co-operation with partners and clients.

The future Virtual Organizations will be much different in their working styles. Strangers from all over the world can embrace a common goal and start to work out new solutions. People who hasn’t met before, face to face, write the book. Our meeting place is a working platform with wikies and blogs. The work process and collaboration is very fluent.
